Sarah is the Chief Executive | Kaiurungi Matua of Recreation Aotearoa Te Whai Oranga, where she leads the organisation’s work to deliver high‑quality programmes and services that support, empower, and connect the recreation sector. A key focus of her role is strengthening a collective voice for recreation across Aotearoa New Zealand.
Sarah joined Recreation Aotearoa in March 2023, bringing extensive experience from both central and local government. Her career has spanned parks and open spaces, outdoor recreation, community recreation, sport, and play, giving her a deep understanding of the systems that enable people and communities to be active.

Michelle Nolland is the Executive Director of LARCAN, bringing over 20 years of experience across the aquatics and recreation industry. She has held C-Suite executive roles, managing workforces of more than 2,000 staff and overseeing complex portfolios with assets exceeding $500 million. Michelle began her career on the frontline as a lifeguard and fitness trainer while completing her studies in sport management, providing her with a strong operational foundation.
She has also served as a Non-Executive Director across national sport and recreation organisations, contributing to governance and strategic oversight. Michelle brings extensive expertise in service reviews, business planning, and community-focused facility development, supporting local government clients to deliver sustainable, high-performing aquatic and leisure services.
